Korean Skincare Wholesale for Europe & UK: CPNP, Labels and Shipping
Demand for Korean skincare in Europe and the UK keeps growing — from pharmacies in Germany to concept stores in Paris and online shops in London. But buying K-beauty wholesale for these markets is not the same as buying for the US or Asia. Before a single product reaches your shelf, it needs to meet EU or UK cosmetics rules.
This guide covers what European and UK buyers should sort out before the first wholesale order, so you do not end up with stock you cannot legally sell.
For a wider view, see our wholesale brands by category.
Why Europe and the UK need extra preparation
The EU and the UK have some of the strictest cosmetics rules in the world. In short, every cosmetic product placed on the market must have:
- A Responsible Person based in the EU (or in the UK for the UK market)
- A product notification — CPNP in the EU, SCPN in the UK
- A Product Information File (PIF) with a safety assessment
- Compliant labeling in the local language(s)
Since Brexit, EU and UK registrations are separate. If you sell in both, plan for both.
For a step-by-step breakdown of the EU process, read our K-beauty Europe CPNP checklist.
Who is the Responsible Person?
This is the first question to settle with any Korean brand. Usually one of these takes the role:
- You, the importer — common for distributors who want control of the market.
- The brand's existing EU/UK partner — if the brand is already registered.
- A third-party service — compliance companies that act as Responsible Person for a fee.
Ask the brand early: "Is this product already notified in the EU or UK? Who is the Responsible Person?" If it is already registered, your path is much shorter.
Documents to request from the brand
Before ordering, make sure the brand can provide:
- Full formula / ingredient list (INCI)
- Safety data (MSDS) and stability or compatibility test results
- Certificate of Analysis for the batch
- Information needed for the safety assessment
- Artwork files for labels, so local-language text can be added
A brand that has exported to Europe before will know this list. A brand that has not may still be a great partner — but expect more time.
Labels: what changes for EU and UK shelves
Korean packaging often needs adjustment. Check that the final label shows:
- Product name and function
- Responsible Person's name and address
- Ingredient list (INCI)
- Nominal content (ml or g)
- Date of minimum durability or period-after-opening symbol
- Batch number
- Precautions, in the language(s) of the country of sale
Decide early whether the brand will print an EU/UK version or whether you will apply stickers.

Korean skincare usually ships to Europe by air for small orders and by sea for larger ones. When comparing offers, look at the full landed cost:
- Freight and insurance
- Import duty and VAT (EU) or import VAT (UK)
- Customs broker fees
- Compliance costs (Responsible Person, safety assessment, labels)
Shelf life matters here too — sea freight takes longer, so check batch dates. See our shelf life guide for wholesale buyers.

Frequently asked questions
Do I need CPNP to sell Korean skincare in the EU? Yes. Every cosmetic product sold in the EU must be notified on the CPNP by an EU-based Responsible Person before it is placed on the market.
Is CPNP valid for the UK? No. Since Brexit, the UK uses its own notification system, SCPN, and needs a UK-based Responsible Person.
Can a Korean brand be the Responsible Person? Only through a legal entity or partner based in the EU or UK. Many brands appoint a distributor or a compliance service to take this role.
How can I test Korean skincare before registering it? Order samples first. Naru Box on Hannaru lets you request free samples from several brands in one box; approved buyers' first box ships free.
