Looking for Brightening Cream or Serum for Black Skin

Hi, I run a beauty clinic called Cape Radiance Beauty here in Cape Town, South Africa, and I'm looking to source a brightening product for our clients, most of whom have black skin. We're mainly interested in a cream or serum that helps with brightening and works well on darker skin tones without causing irritation or an uneven result. Good hydration would be a big plus too, since that's something our clients always ask about. For packaging, we're hoping for something simple but premium looking, ideally a white glass bottle or jar. For the first order we're thinking around 2,000 units, and we'd love to keep the price like from 5 to 7 USD per unit range if possible.
